Sexual Assault and harassment is an epidemic.  The woman (or man) who has not been a victim is the exception, not the rule.  This problem will never be solved until people stand up to it, EVERY TIME they see it.  It will never be solved until we create a culture in which victims feel comfortable coming forward (or at least the discomfort is justified by the potential benefits).

Government is not going to fix this, though they are perfectly capable of making things worse.  Like many pervasive problems, this will require a sea change in the way we think and behave.  It will require education and INDIVIDUAL action and courage.
